Less than three weeks after a new Otta Seal surface was applied to Wessington Springs’ long-delayed Second Street reconstruction project, heavy rains have washed away portions of the roadway along the curb and gutter, prompting city officials to refuse substantial completion of the project while continuing to assess liquidated damages against the contractor.
